1. Performance Measures of Operational Effectiveness for Highway Segments and Systems ► This synthesis examined the use of performance measures for the monitoring and operational management of highway segments and systems based on literature review, practice review, and survey. Relevant performance measures and their weaknesses and strengthes were identified. Further research needs were also identified.
2. Measuring Performance of Traffic Signal Systems Using Existing Detector Technology ► The authors conducted interviews with TxDOT engineers and technicians about how they assess traffic signal operations in the field and review of reporting capabilities of detection and control devices implemented in Texas. These performance measures were calculated using output from existing detection technology. Performance measures were proposed to assess different aspects of a signal traffic timing plans: measures of reliability, measures of efficacy, and measures of safety.
3. Development of a Traffic Signal Performance Measurement system (TSPMS) ► A prototype system was developed to automatically collecting signal timing and detection data in the field and using these data to calculate performance measures for the evaluation of signalized intersection traffic operations. The system was installed in the field and was tested and evaluated using HILS.
4. Evaluation of Stop Bar Video Detection Accuracy at Signalized Intersections ► (Later version submitted to TRB for publication in 2005.)
5. INDOT Vehicle Detection Specification ► INDOT experience indicated that above pavement detection technologies were not providing an acceptable level of performance, and that subsequent inferior detection performance was adversely affecting the efficiency of traffic signal operations. To address this problem, INDOT chose to develop a detection performance metric to evaluate sensors against.

NEMA TS-2 defines performance specification for loop amplifiers, but is silent on other detection technologies. It was INDOTís intent to take the spirit of the NEMA loop amplifier specification, the resolution of detector dependent actuated controller settings, and traffic flow theory, and develop a specification that would not allow a system to be less efficient, safe, or reliable because of the technology deployed.

7.  Signal Timing Process Final Report ► This report identified steps in a signal timing process. It also discussed the development of traffic controllers, its timing parameters, and the universal traffic data format, which can be used to transfer data between software and traffic controllers. In addition, this report summarized literature review in the area of signal timing process.
8. Automated Extraction of Queue Lengths from Airborne Imagery ► Measurement of vehicle queue lengths using aerial imagery of signalized intersections on arterials.  Two methods are tested using images from Tuscon, AZ and Seattle, WA.
9.  Number of Vehicles in the Dilemma Zone As A Potential Measure of Intersection Safety at High-Speed Signalized Intersections ►Number of vehicles in the dilemma zone at the end of green was proposed as a potential measure for intersection safety. The authors developed a model of expected number of vehicles in the dilemma zone using through vehicle flow rate, time duration of dilemma zone, and probability of max-out. The authors also presented a field measurement technique for number of vehicles in the dilemma zone. The authors pointed out that the relationship between the occurrence of crashes and number of vehicles in the dilemma zone at the end of green has not been established.
10.  Intersection Video Detection Field Handbook ►This handbook provided guidelines about the setup of video detection system, which included detection design, camera location and field of view, seting up video detectors, and maintenance activities.

Urban Street Performance Measurement
►A review of methods for measuring signalized intersection performance.  This document discusses a wide range of issues, such as technology needed to implement and ability to transfer (implement) the methods to other locations.

14.  Development of An Actuated Signal Control Process Utilizing Real-Time Estimated Volume Feedback The goal of this research was to develop an actuated traffic control process that could use estimated volumes in order to optimally operate the traffic signal in real-time in response to actual traffic demands, or a reasonable estimate of demand. A further goal of this research was to establish the relationship between the traditional control parameter, passage gap and key operating parameters, in order to allow changes in signal operations to be made by means of passage gap adjustments.

 

15.  National Transportation Operations Coalition (NTOC) Performance Measurement Initiative This document describes a set of performance measures.  The purpose of these measures was for internal management, external communications, and comparative measurement.  The types of measures selected seem to be those that you would use to identify that congestion exists on a corridor or in an area.  However, I am not sure how useful they would be for identifying an operational problem that could be remedied by modifying traffic controller settings.
