Study/Thinking Questions:

  1. List and describe the principal legislative initiatives that mandate that drugs be proven safe and effective and what motivated their enactment. 

  2. Describe and discuss the Harrison Act of 1914 and what motivated its enactment. 

  3. Why do you think that legislation and enforcement efforts by themselves have not substantially reduced substance use and abuse? 

  4. List and describe the five controlled substance schedules and give examples of drugs for each schedule. 

  5. Compare and contrast supply reduction and demand reduction.  Does one work better than the other?  Why or why not? 

  6. Describe the harm reduction philosophy and give some examples of its implementation.  Do you agree or disagree with this philosophy?  Why or why not? 

  7. List the principal arguments for and against legalizing drugs of abuse such as marijuana and cocaine.
