Laying on the back of Ananata in the cosmic ocean, Vishnu is helping preserve the world, as Lakshmi messages his feet.  Some saw she is in fact stimulating the creative act in Vishnu.  Notice Brahma, who is floating on lotus pedals and connected to Vishnu's navel.
