The Niccolls building needs newer systems within it to have it become a better building. The way the building sits now it is not efficient or satisfactory according to the results of a post occupant survey. It is not an unsightly building on the outside, but on the inside there is no consistency whatsoever. The maintenance and upkeep seem to have been poorly executed over the years and could be done better if remodeled.
